Luke Hall is an expert in immigration law. They joined the third-floor clinic as a Visiting Clinical Associate Professor in 2026, helping to run the Immigration Advocacy Clinic.

Prior to joining Iowa Law, Hall practiced immigration and removal defense at a private law firm in Baltimore, Maryland. Before entering private practice, they spent 14 years with U.S. Citizenship and Immigration Services (USCIS), where they served in a variety of leadership and adjudicative roles, including Worldwide Refugee Officer and Supervisor, Section Chief at the Baltimore Field Office, and Project Manager at USCIS Headquarter's Field Office Directorate Innovation and Program Management Office.

Hall has also contributed to national immigration advocacy efforts with the American Immigration Lawyers Association and Immigration Equality. Their advocacy work has focused on a range of issues, including policy recommendations related to humanitarian protections and relief from removal, the development of immigration detention standards, and advancing protections for LGBTQ+ asylum seekers and transgender individuals in immigration detention.

Outside of their legal work, Hall is an active musician and performs bassoon with community orchestras. Hall speaks Nepali and Tamil.
